As a Sourcing/Contract Manager with Hines, you will be overseeing the management and coordination of the sourcing/procurement process for Property, Facilities, and Engineering related spend for a major portfolio of commercial office buildings. Responsibilities include but are not limited to:
Work closely with client’s management team on sourcing projects as an outsourced consulting resource managing both operational and capital project sourcing activities
Establish annual expense and capital sourcing plans, strategies, and schedules
Conduct each sourcing activity in a pre-determined period in a professional transparent fashion, including the creation of all project specific bid documents, in coordination with property management and engineering staff requirements
Cost compare actual vendor costs and total spend with contracted spend and rates. Spot audit invoices and coordinate audit activities as required
Develop RFP timelines and organize pre-bid/post-bid interviews with bidders
Develop and maintain master vendor bid list and contract specific bid lists
Develop pre-bid scoring models, identify project team members, and obtain client approval
Perform vendor due diligence including pre-bid financial credit checks if required
Create project specific key performance based metrics for each sourcing assignment
Create Project Briefs, Project Recommendations and Project Specific Bid Waivers as needed
Coordinate Legal review of proposed agreements with appropriate staff and legal counsel
Negotiate contract terms, extensions, and bid waivers with vendors
Prepare written recommendations to Client based upon sourcing results from activity and coordinate Corporate Services and Sourcing approvals
Draft legal contracts utilizing Hines aaf boilerplate and sourcing specifications and ensure completeness and accuracy, including adherence to MS approved scope of services model
Coordinate new vendor onboarding and portfolio insurance requirements
Maintain insurance certificate information for each portfolio-wide contract; track insurance expirations, and ensure no lapses in insurance coverage
Create and maintain contract rate sheets for services based upon executed contracts
Financial Analysis which includes establishing spend and savings thresholds, cost comparisons, spending curves and trending data as directed
